Both Water, and both entirely still. The tradition reads this as one of the most inert pairs in the deck, and it does not mean that critically: neither card is failing to act, they are both holding a position deliberately. What the pair describes is a long wait with something known inside it.

Associated with a situation nobody is moving on and both people understand. Read as an agreement rather than a deadlock, though it can be either.

Read for a suspended decision where the answer is already apparent. The pair does not push for resolution.

Waiting with knowledge is not the same as waiting for information. Be honest with yourself about which this is.
