Two authorities that do not recognise each other. The Emperor rules by declaration and can be pointed at; The High Priestess holds something that is never stated and cannot be appealed against. The tradition reads the pair as the difference between the person in charge and the person who knows.

Associated with a household where one partner sets the terms and the other quietly holds the information. The pair notes that the second is the stronger position and rarely the happier one.
