The plan and the launch. The Two surveys from the battlements with the world in hand; the Three has moved to the shore and the ships are already out. The tradition reads these two as the clearest before and after in the whole suit: the decision, and the committed wait that follows it.

Associated with having made a move and being in the interval before it is answered. Read as the hardest part rather than the risky part.

The Three cannot be hurried and the Two is already spent. Nothing in this pair is asking for another decision, which is what people usually do in the gap.
