One rope and one chain, and the tradition reads the whole pair through the difference. The Hanged Man is tied and calm, and the tradition insists the arrangement is his own; the Devil's figures are chained loosely enough to lift the chains off and do not. The pair is about whether a constraint was chosen.

Associated with a restriction somebody has accepted, and with the question of whether accepting it was a decision.
