Structure and the destruction of structure, in that order. The Emperor is authority, order and the thing that was built to last; The Tower is what happens to it. The tradition reads the pair as an institution, hierarchy or rule failing, and it is specific that the failure is of the structure rather than of the people inside it.

A relationship organised around rules or roles, and the moment those stop holding. Associated with arrangements that were stable and were not honest.

Restructuring, a change of leadership, a company or department coming apart. One of the clearer redundancy pairings in the deck, and it reads as external.

What is coming down is the arrangement, not you. The Emperor beside The Tower is the tradition being careful about that distinction.
