The lawgiver and the law, which the tradition treats as a genuine distinction rather than a pairing. The Emperor decides; Justice weighs, and it weighs the Emperor too. The pair is read as authority being subject to the same standard it applies.

Associated with somebody who sets the terms in a relationship being held to them. The pair regards that as overdue rather than hostile.

Read for a rule applied upward. The pair is favourable about it and notes how rarely it happens.

Apply it to yourself first. An authority exempt from its own standard is not an authority, it is a preference.
