The Chariot and The Devil

The Waite Chariot has no reins, and the tradition makes that the whole reading here. Something is pulling and the question is what. The Devil supplies an uncomfortable answer: drive that comes from compulsion looks identical to drive that comes from purpose, from the outside and often from the inside.

Associated with pursuing somebody with an intensity that is not really about them. The pair asks the question without answering it.
