Strength and Justice

These two swapped numbers, and it is the most concrete fact about the pair. In the older Marseille order Justice is eight and Strength eleven; Waite exchanged them so that Strength would sit at eight for Leo and Justice at eleven for Libra. The tradition therefore reads them as a genuine pair of virtues that are easy to mistake for each other: one is the strength to be patient and the other is the strength to be exact.
