The ruler of Libra with its first decan, and the two balance cards of the deck side by side. Justice holds scales and a sword with her eyes open; the Two of Swords holds two blades crossed with a blindfold on. The tradition reads the pair as the difference between weighing something and refusing to look at it, and it is not subtle about which is which.

Justice is unblindfolded in this deck deliberately. The pair reads seeing clearly as the precondition for deciding fairly, not as its opposite.
